The Cabinet Office has announced the new members of The College of The Bahamas’ Council which include The Honourable Alfred Sears, former Minister of Education, Science and Technology who will serve as Chairman and Dr. Earl Cash, a veteran attorney has been appointed the Deputy Chairman.  The other members are Mr. Collin Higgs,  Permanent Secretary in the Ministry of Works and Urban Development; Mr. David Morley, Realtor; Mr. Arthur Jones, Vice President of Building and Development at the Grand Bahama Port Authority, Mr. Lowell Mortimer, attorney and Mrs. Anita Bain, Manager of the Inspection Department at the Central Bank of The Bahamas.   Minister of Education, Science and Technology, The Honourable Jerome K. Fitzgerald stated that the new council comprises a group of dynamic Bahamians who have achieved tremendous success in their professional lives.   Minister Fitzgerald further stated that the new council members will play a significant part in The College’s transition to the

University of The Bahamas and their expertise will greatly advance this process.

The Honourable Alfred SearsChairman
The Honourable Alfred Sears is an attorney who has the distinction of being admitted to practice law in the Bars of New York, New Jersey and the District of Columbia, Jamaica and The Bahamas.  Mr. Sears was also a full-time tenured lecturer at Hunter College, City University of New York, from 1978 to 1992 in the Black & Puerto Rican Studies Department where he taught courses in Caribbean Politics and International Relations of the Caribbean and Africa.  In 1992, he established the law firm of Sears & Co. from which he practiced law in The Bahamas, until 2002 when he was appointed to the Cabinet as Attorney General and Minister Education, Science and Technology.  He is presently the managing partner at Sears & Co which concentrates on commercial, constitutional and labour litigation.  

Dr. Earl Cash – Deputy Chairman

Dr. Earl Cash specializes in Trusts and Estates and Banking Law and services major trust companies in the Bahamas. He has been a member of the Florida Bar since 1979, and The Bahamas Bar since 1982. He holds a PhD in English from the University of New Mexico as well as a JD and LL.M in International Law from the University of Miami School of Law.  Dr. Cash has also served a temporary Stipendiary and Circuit Magistrate for Night Court in the Bahamas, and served as a member of the Disciplinary Tribunal of the Bahamas Bar and the Ethics Committee of the Bahamas Bar Association. Dr. Cash has lectured at the College of The Bahamas in Banking Law, Business Law, and Literature, and has served on the Catholic Board of Education.

Mr. Arthur Jones

Mr. Arthur Jones is the Vice President of Building and Development Services for the Grand Bahama Port Authority. He holds dual bachelor degrees in Arts and Science with a concentration in Civil Engineering.  He has worked in residential and commercial construction in the northern United States, Puerto Rico, the Middle East and The Bahamas.

Mrs. Anita Bain
Mrs. Anita Bain is the Manager of the Inspection Department Central Bank of The Bahamas.  She is a 1986 graduate of the College of The Bahamas. Mrs. Bain earned her Certified Public Accountant status on her first attempt at the age of nineteen.   She was a member of the Bahamas Financial Services Board team and chairman of the Society of Trust and Estate Practitioners (STEP) Bahamas Branch that recently traveled to China and the Middle East to attract business to The Bahamas.

Mr. David Morley
Mr. David Morley is president of Morley Realty Limited and a third-generation Bahamian realtor with more than 20 years experience in almost every aspect of real estate.  He is the first and only realtor in The Bahamas to earn the coveted Certified Commercial Investment Member (CCIM) designation from the Commercial Investment Real Estate Institute.

Mr. Colin Higgs
Mr. Colin Higgs’ thirty-eight plus career in Public Service began in 1974 at the Ministry of Agriculture, Fisheries and Local Government.  He has held several managerial positions in this Ministry including Under Secretary. He also served as Under Secretary at the Bahamas Environment, Science & Technology (BEST) Commission and performed the dual roles of Permanent Secretary and Ambassador for the Environment. Mr. Higgs also served as Permanent Secretary in the Ministry of Works and Transport on two previous occasions, the Ministry of Financial Services and Investments and the Ministry of Tourism and as Acting Financial Secretary at the Ministry of Finance in latter half of 2008. He now serves as Permanent Secretary in the Ministry of Works & Urban Development. 

Mr. Lowell Mortimer
Mr. Lowell Mortimer, a Managing Partner with the firm of Mortimer & Co. has been reappointed to the Council.  Mr. Mortimer is a well respected lawyer, philanthropist, community activist and a former educator.    For many years, he has been instrumental in the empowerment of students with mental disabilities as President of the Bahamas Association for the Mentally Retarded; a position he still holds. Mr. Mortimer has served as Vice President/Director and Chairman of the Bahamas AIDS Foundation and is also a founding member of Abilities Unlimited.  He sits on the Vestry of Christ Church Cathedral and is Chairman of The Cathedral’s Endowment Trust.
